fix: swc watch 모드용 chokidar 의존성 추가

@swc/cli가 chokidar를 optional peerDependency로 선언해 자동 설치되지
않아, watch 모드(start:dev)에서 'Cannot find module chokidar'로 실패하던
문제 수정. chokidar를 명시적 devDependency로 추가하고 lockfile 재생성.
