프론트 Dockerfile이 VAPID 공개키 build arg 를 받지 못해 운영 빌드 번들에 키가 비어 "푸시 키 미설정" 으로 동작하던 문제를 수정한다. 다른 VITE_* 변수와 동일하게 ARG/ENV 를 선언해 빌드에 주입한다. (dev 는 런타임 env 주입이라 영향 없었음) Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>

Type Support for .vue Imports in TS
TypeScript cannot handle type information for .vue imports by default, so we replace the tsc CLI with vue-tsc for type checking. In editors, we need Volar to make the TypeScript language service aware of .vue types.
