fix: 프로젝트 헤더에서 설명 없을 때 제목·메타 사이 빈 여백 제거

ProjectHeader(상세·멤버·활동·설정 공용)의 .rh-desc 가 설명이 비어도 빈 줄로 렌더되어 제목과 프로필·업데이트 시간 사이 간격이 벌어지던 문제 수정 — 설명이 있을 때만 렌더. (프로젝트 목록과 동일 처리) Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
