fix: 업무 목록의 새 업무 버튼을 프로젝트 관리자에게만 노출

프로젝트 상세 업무 목록의 '새 업무' 버튼을 repo.canManage(관리자) 일 때만 표시.
업무 생성은 백엔드에서 이미 admin 전용이므로 UI 노출을 권한과 일치시킨다.
